[Sometimes, at pet agencies like this, the freakiest of the freaks come in to adopt. Even if they insist that they're not adopting out the "unruly" pets at the front, unruly families have sway. If the pets are dangers to their owners, leave it to dangerous owners to tame them. It's a shady system, but then again, so is an entire system dedicated to owning sentient creatures.
